Do you have to pay a car repair shop if they don't fix your car?

I brought my car in for some electrical problems, they ordered a $400 TPS sesor when I have my TCS light on my honda accord. They could have just read it wrong, now the want to charge me $70 for diagnostic, plus 600 for parts and labor. The problem is still the same.
